Millions of refugees are waiting desperately for a place to start a new life. Most of them are in horrible circumstances outside of Europe, in Africa, in Iran, Pakistan and so on. Only a minority of refugees make it to Europe.
Teatro di Nascosto is a journalistic theatre group, founded by Annet Henneman and Gianni Calastri. As a consequence of our experiences in living together with refugees from all over the world for several years and our traveling to the countries where they came from, we created a number of theatre reportage performances telling the painful life stories of many refugees.
We performed a theatre reportage in the Italian senate. From that moment on, a special path developed, bringing together those who govern with those escaping from their countries because of war, oppression, danger of losing their lives. A performance was created where parliamentarians, refugees and professional actors tell the real stories of refugees. The last one was performed in the European parliament in Brussel on 6th of June 2007. It seemed such a pity to leave that path and so the idea of the Charta of Volterra came to mind.- A three day meeting where parliamentarians will work on European directives for refugees, whilst having direct information through reportages (theatre, documentaries, photo’s), direct meetings with refugees, and other information. Volterra is the city where our theatre group, Teatro di Nascosto – Hidden Theatre is based. The idea of the Charta was received with great enthusiasm and many organizations and parliamentarians are sustaining and collaborating, for which I am very grateful.

Purpose
This meeting aims to study, discuss and vote the Charta of Volterra, containing European directives for refugees, prepared by a specialist group of parliamentarians and organizations from all over Europe with a long experience on the subject, high lightening the issue of the refugees in Europe and the world. The Charta will be based on studies, research and existing laws in different countries including the United Nations.

Summary
We will send you the detailed program of the meeting and the proposal for the Charta with European directives for refugees together with a package of research and studies about refugees in advance (at least 30 days prior to the event) on which you can respond with your ultimate proposals.

The convention will be divided into
> Official opening by authorities and introduction to the program
> Study and information, through photo expositions, documentaries, testimony stories,
> Theatre reportage performance “City in war”
> Discussion groups, divided on the different directives
> Voting of the directives and signing the Charta
> Closure with a concert of ethnic music

The uniqueness of this meeting is the continuous direct information given to the parliamentarians by journalists, solicitors, human right workers, artists and refugees testifying the experiences of life in the countries of origin. An example of this is the theatre reportage performance ‘City in War’ in which some of the performers will be people who came directly from war regions. Other information will be supplied via documentaries, photo expositions and conferences from, for example, a United Nation commissioner.

After signing the Charta, the parliamentarians involved in the meeting will introduce the document to their respective governments in Europe and then a follow up meeting will be organized to monitor the developments around the Charta in each country and the European Parliament.
